As an Owner or Admin, you have the ability to assign and adjust the roles of users in your agency's SurePass portal. Each role controls what a user can see and do — both in the Admin Dashboard and in the SurePass mobile app.

This is the highest level of permissions in SurePass. Owners have full control over the agency account, including settings that Admins cannot access.
⚠️ We recommend limiting the number of users assigned the Owner role.
Admins have slightly fewer permissions than Owners. The key difference is that Admins cannot edit all agency-level information. Admins are well-suited for day-to-day user and operations management.
The Verifier role is designed for officials who will be conducting verifications at SurePass checkpoints. Verifiers operate through the SurePass mobile app — they do not have access to the Admin Dashboard.
Assign this role to any official who may be responsible for administering fixed or non-fixed checkpoints.
This is the most common user permission. Officials use the SurePass mobile app to access and manage their own identity credential. They cannot conduct verifications or access the Admin Dashboard.
Contract Security is the most limited user permission. These members are not issued an OCID and cannot access SurePass checkpoints on their own. Typically reserved for security personnel who are third-party contractors.
Owners and Admins can update any user's role directly from the Users page in the Admin Dashboard.
